During President Yoon Suk-yeol's recent visit to the Czech Republic, he expressed optimism about nuclear cooperation between the two countries. However, Czech President Petr Pavel’s remarks poured cold water on Yoon’s bright outlook. While the two nations discussed nuclear exports, the unresolved intellectual property dispute between Westinghouse and Korea Hydro & Nuclear Power (KHNP) remains a significant obstacle. In this blog, we’ll dive into the Czech president’s warning and its implications.

1. Czech President's Caution

While President Yoon gave a positive statement during a joint press conference in the Czech Republic, President Pavel's response was more reserved. He emphasized that "nothing is certain until the final contract is signed," signaling a cautious stance. Pavel's remarks highlight that the intellectual property dispute between Westinghouse and KHNP is far from being resolved. The Czech government is pressing Korea to settle this issue, indicating that without its resolution, the nuclear export deal may not proceed.

2. The Westinghouse Intellectual Property Dispute

The primary issue revolves around the intellectual property dispute between Westinghouse and KHNP. The American nuclear company claims intellectual property rights over KHNP's technology and has raised this objection with the Czech government. This has become a major hurdle for the final contract scheduled for March next year. Westinghouse insists that without resolving this issue, the nuclear export cannot move forward. The Czech side also expects Korea to address the matter swiftly.

3. Korea's Response

While President Yoon expressed confidence in resolving the issue, stating that “Korea and the U.S. share a firm consensus on nuclear cooperation,” he did not provide specific details on how the problem will be resolved. Meanwhile, a Korean government official candidly admitted that “it’s not over yet,” acknowledging that the ongoing negotiations are complicated and may take time. This situation underscores that nuclear export is not merely an economic deal but a complex international issue involving multiple stakeholders.

The Czech president’s remarks remind us that while the Korean government may view nuclear exports with optimism, significant issues remain unresolved. The intellectual property dispute with Westinghouse is not just a technical matter but a key obstacle to international cooperation and contract finalization. If this issue is not resolved, Korea’s nuclear export plans could face serious challenges. Therefore, it is crucial for the Korean government to act quickly and strengthen cooperation with the Czech Republic.
